Mission co-operative cleanup: Mergers and hits
Jalgaon district is amongst one of pouring hubs of co-operative movement
in the state. District has more than 800 co-operative societies and
large number of co-operative banks as well. Last three years have
been pretty harsh for this sector with large number of reports and
cases of alleged mis-utilisation of funds and societies going down
on higher number of non-performing assets.
Continued degrading financial status led to almost zero inflow and
large pre-maturity withdrawals of deposits. This further imbalanced
budget as most of deposits got invested in long term assets along
with loans and advances. Many of borrowers took this decline as advantage
and turned defaulters and slow payers. Woes continued for common investor
as its deposit principals turned in troubles. Mal-practices nourished
here with many panic customers settled deposits against loans, against
80-50% of principal invested and many against principal only. The
dozing State Co-operative department failed to retain common investor
faith and confidence and did not bother to come up with a systemised
solution for such grievances.
Ceiling always leads to filtering and the same is implying here. Many
of well managed and financially strong co-operatives have taken initiatives.
These steps include merging of existing financially down societies
with them. Further encouraging steps like co-operative banks taking
over societies are yet to seen aspects. These mergers could only turn
successful and replicated only when key concerns like good recovery
ratio of loans in indebted societies, ability to regain customer confidence
and most importantly to introduce cleaner and transparent business
policy.
