November:
Kharip disappoints and now Rubby collapsing:
The low raining this year has failed all predictions of good crops this year;
the farmers in region have witnessed frustration on the front. The lowering water
level is now troubling Rubby crop cultivation and the comparatively low area under
Rubby cultivation describes the sad story behind. The farming dominated district
could witness financial troubles if the scene continues to be same.
District's
3.25 Lakhs hectares area is under Cotton cultivation and this year has come as
a major setback for this crop. Around 1 Lakh B. T. Cotton bags were sold this
year but the farmers could not yield good crop following germs attack followed
by unstable weather conditions and frequent power cuts. The progressive farmers
have estimated a net loss of around Rs. 200 Crores this year in cotton crops following
this phenomenon.
SSC and HSC October 2005 results

percentile of just 14.94% in SSC while 17.38% in HSC. The Nandurbar district has
topped in exam performance this year with 28% passing in SSC and 38.48% in HSC.

of which just 1378 students passed exam. In SSC 10,244 students out of 10,834
registered appeared in the exam out of which mere 1,530 passed the exam. The Nashik
division in all has passing percentage of 18.59% in HSC while 16.48% in SSC Exam.
Corporation
- Businesses Octroi Tussle:
The Corporation has sent its General body
approved final Octroi Rates and regulations listing for approval to State Urban
Development Authorities. The District Business associations on other front have
submitted petition to State Government urging not to approve the listing without
hearing the association authorities.
The Corporation Administration on other
front has submitted petition in Aurangabad High Court bench to allow Administration
to present its side if it hears the association views. The Corporation - Business
Associations tussle followed by caveat petitions against each other could considerably
delay the tax enforcement. The Corporation earlier planned to implement the Tax
from 01st January 2006 with its own staff to collect tax for first three months
and later by private party octroi tax collection.

If Central Government and State Authorities really wish
to dissolve this heating Electricity issue, they need a broader thinking by opening
up this sector for private parties to serve public directly instead of State Boards.
This remains the only way to enhance the quality of services and maximum uptime
with the customer as king approach.

State
Cotton buying: Who's benefited?
The State cotton buying is turning to
a fix this year. Until now almost all centres in District have received very low
amount of cotton from farmers. Private parties are biggest beneficiaries offering
good competitive rates and cash to farmers.
The sources in cotton farming
suggest another inside picture. Considering huge financial turnover in the cotton
and State's softening policies towards farmers, the business lobby is dominating
the field. There are two categories of farmers - Some are really weak ones needing
immediate selling of their crops to keep up their bread and butter and another
lobby is rich enough to fill up their stores waiting for good prices. Many of
weaker section farmer sales this crop to Government agencies at assured prices.
The Trading lobby is attacking this majority of group and getting this stock stored
in their warehouses. This well politically supported lobby then starts demanding
more pricing for crops from Government agencies. Once Government announce reviewed
prices, they sale out this crop and earn handsome profits in trade. If Government
sticks with the prices, these traders sale the crop to nearby states trade agencies.
The rich farmers' class is in win-win situation in both cases.
The agriculture
sector is finally caught up in the political vote bank scenario where real worth
beneficiaries are not benefited by our current mechanism. We need to rework on
our policies to make things more effective.

Party gets Power Distribution approval in Jalgaon District:

community is now expecting good returns even on cotton's dried plants. The project
generated power will be supplied to State Electricity Distribution Company on
rates decided by MERC and will hopefully ease the load shedding in the region.
The State Electricity Distribution Company finding increasing supply shortage
on demands has announced additional power cuts of 30 minutes in urban area while
that of one hour in rural area. The Urban areas have daily power cuts of 4 hours
while rural areas have 6 hours load shedding at this moment.

Bad
state of Internet Connectivity:
The entire Jalgaon District is witnessing
one of worst states of Internet connectivity offered by BSNL. The BSNL currently
offers PSTN Dialup, ISDN Dialup, Broadband, Leased Line connectivity to various
segments in Jalgaon. The PSTN Dialup namely Sancharnet is in one of its worst
state. User has to dial up at least 5-10 times to get a connection (at a paid
cost for every call) and even when connected there is no guarantee of speed. The
Sancharnet earlier used to connect at 115kbps now connects at just 19kbps that
too with many drops. The Broadband service is also suffering badly with frequent
drops. The Jalgaon BSNL has now introduced a special help number for resolving
broadband Issues on local level (Tel: 0257-2227166, 2227511, and 1500). The Paid
Help authorities could not resolve connectivity issues like frequent line disconnections
in broadband, low speed (even when it connects at 10mbps/ 100mbps) and high fluctuation
on speed graph.
The ISDN dialup has its own agony, the user paying almost
double of normal dialup has to make at least 8-10 efforts to get connected. Leased
line users are in hung situation. The institutions having paid in Lakhs could
not find dedicated bandwidth as specified in the connectivity measures.
Apart
from BSNL, Reliance and Tata are offering Dialup Internet connectivity through
their CDMA handsets. Even though Reliance and Tata Indicom have 115kbps speed,
they also slow down in peak traffic time. Sify recently opened up its chain of
branded cyber cafes in Jalgaon but could not gain the customers confidence on
account of speed. The café owners' reports failed commitment of dedicated
bandwidth.
The growing district is witnessing hard times on Internet connectivity
front and could not match up itself with the growth speed of metros and big cities
on this account. The harassed customer has at last no options but to stick to
existing connectivity ISP and has to spend almost double time of what should be
exactly required for the task.

Time
to get Bills: VAT revolutionise Jewelry Business:
The Maharashtra State
Government has enforced Value Added Tax (VAT) with effect from 01st April 2005.
The new VAT Tax regime has VAT Tax rate of just 1% on Jewelry. This lowest tax
rate has eased customer's headache of buying these valuable articles in cash.
Having a bill for such purchase will not only add to Government revenue but will
also enhance our security and claim aspects in case of burglary or any other mischief.
The Jewelers are also happy over the move and can now feel the peace behind
the logic. However the Jewelry business functional in cash transactions has not
yet digested the concept in totality. Many shops are still charging this VAT Tax
as additional amount to customers but many reputed ones are absorbing the cost
in rates.
So being a good customer, we should now onwards always demand for
Bill whenever we are buying any kind of jewelry stuff whether it may be Gold,
Diamond, Silver, or any other valuables.
