City Municipal Corporation General Meeting:
The Corporation General Meeting
unanimously passed its Annual Budget of Rs. 148 Crores 91 Lakhs for the year 2005-06.
The Meeting also passed to exempt Salt from Octroi Tax while imposing Re. 1 per
Sq. Meter tax on Open Land. The Budget has hefty proposal of Rs. 50 Lakhs for
Mayor Trophy Competition in Kabbadi, Kho-Kho, and Racing etc.

Vadgaon Bk bags "State Village Cleanliness Drive" Award:
Chopda Taluka's Vadgaon Bk. Village has bagged "Cleanest Village"
award for the second consecutive year. The Bornar Village of Bhadgaon Taluka bagged
second while Madni village of Jamner Taluka stood at third rank, and Jalke Village
of Jalgano taluka at fourth place.

Administration announces Sports Awards:
The Jalgaon District Administration has announced District Sports Awards for year
2004-05. Jalgaon's Mohammed Arif (Power Lifting) as promising athlete, Mo. Abid
Mo. Jahid (Hockey and Football) as Skilled Trainer, and Vivek Kashinath Alvani
(Table Tennis) as expert sports coach. All three will receive this honour on Maharashtra
Day i.e. 01st May in form of Certificate, Medal and Cash Prize.
Jalgaon's
four selected in State Level Shooting Competition:
The State rifle shooting
team selection committee has selected Jalgaon's Bhushan Agrani, Gajanan Patil,
Vikas More, and Sachin Patil for 09th State Level Shooting Competition beginning
at Worli Mumbai from 02nd May 2005.
These players will participate in 0.22
Standard Rifle prone, 0.22 Standard Rifle 3 Position, 0.22 Free Pistol, and 0.177
Air Pistol and peep site Air rifle competitions.

Jalgaon City Municipal Corporation Cancels Octroi Tender Process:
Amidst reports of Tendering parties being beaten by another tender filling
party and the Aurangabad High Court Order, the Jalgaon City Municipal Corporation
Commissioner has announced Cancellation of Tender Process and will announce fresh
process soon.
With increasing interference and such issues reported, Government
Tenders seems no more a common man's approach especially in Railways and Corporation
cases.
The Jalgaon Corporation has filed a Police Complaint after receiving
three complaints for not allowing filling of Tender forms on last date and has
demanded Police Protection for the same in future process.

State Finance Minister's Meeting on VAT rate uniformity:
The
Trading community worried of asymmetric Value Added Tax rates amongst States is
relieved now with conclusion of State Finance Minister's meeting on 25-26th April
held at Delhi. The meeting concluded with rate uniformity in all commodities including
fixing of tax rates for various daily used items.
The conclusion much awaited
by trading community will now yield positive signs in trade community and significantly
increase State Government's revenue.

The Jalgaon City
Municipal Corporation Standing committee meeting on Tuesday decided various projects
to be taken up that includes opening up a separate escrow account for repayment
of Hudco loans, building entrance gate for Fule Market, building public toilet
system at Tukaram Wadi.

Change: Leva Patidar Community host Youth Introduction meet for physically handicapped,
widowed:
Marking one of significant social structure change, the Leva
Patidar Community Committee hosted a youth introduction meet for physically handicapped,
widowed, farming labours, and farmer youth in the community. The event taken at
Bhadli village had entry of 40 candidates from various parts of district.
Worst
of Power Supply: No Electricity for 21hours in Kajgaon:
The Kajgaon village
of Bhadgaon Taluka witnessed one of worst days with no electricity for almost
21 hours on Monday with MSEB officials giving no solid reasons for the cuts. The
angry villagers protesting this hectic schedule came on road and stopped road
traffic for hours.
Jalgaon Octroi
Issue:
The Aurangabad High Court on Tuesday directed Jalgaon Corporation
and State Governments to file written status of the issue and further directed
to keep octroi collection process as it is. The next hearing for this case is
scheduled on 23rd June 2005.
The Corporation Administration earlier called
Tenders for Private Party Octroi Collection. The last date of filling those tenders
was yesterday i.e. 26th April. The Corporation received 3 offers from parties
and will open up those tenders today.

of district continues to witness unseasoned raining on Monday. Some regions in
district witnessed snowfall while rest of talukas had showering effect raining.
The Jalgaon city witnessed rainbow effect amidst full day light on Monday evening

to shift: Convent schools turns to CBSE Pattern:
For years of educating
thousands of students, city's major convent schools are now willing to turn CBSE
Pattern. City's two oldest Convent Schools and another known Marathi Medium School
have applied to CBSE Board for affiliation.
Degrading State Board Education
Quality, no pace to latest in education are amongst top most reasons to leave
State Board and opt in CBSE Pattern. Until now the North Maharashtra University

Bus - Truck collision kills 6 near Parola:
A State Transport's
bus from Chikhlod - Parola via Shelave route was reaching Parola city. A high
speed truck moving from Parola to Jalgaon collided with this ST Bus in front and
cut down the ST Bus's side panel severely injuring passengers sitting on the window
side of driver direction.
The collision resulted in on the spot death of
two and four persons later while admitting to hospital nearby and severely injured
nine.
Jalgaon District witness unseasoned
raining:
The whole of Jalgaon District witnessed unseasoned raining on
Sunday evening and later in night. The raining lowered down the mercury scale
and turned up humidity in the weather.

Time to get protected: Helmet usage compulsion in effect from 01st May:
Following
the directives of High Court Mumbai, the State Authorities are all set to enforce
Helmet Compulsion with effect from 01st May 2005. The Jalgaon District Traffic
Police have also received the same order and are in process to implement the new
Rule.
The Authorities have urged Two-Wheeler drivers to opt in for ISI branded
good quality Helmet and wear it every time they drive. Non compliance to Helmet
wearing is a punishable offence under Section 229, 177 of Motor Vehicle Acts.

Sales Tax Department announces Extension to 31st March Stock declaration:
The Maharashtra Sales Tax Department has announced Extension to its earlier announced
deadline of 30th April for submitting final stock position as on 31st March 2005
to claim set off. The Department has announced 15th June 2005 as new deadline
and has stated that Trader can claim set off only after submitting this detailed
information on or before the deadline. Those traders wishing to claim set off
in May shall submit their Statement of stock by 25th May along with their regular
monthly return.

Jalgaon District ranked Second in Small Savings:
The Jalgaon
District has topped Small Savings in Nashik Division for the financial year 2004-05.
The District had targets of 95.95 Crores while it achieved 166.81 Crores i.e.
173.84% up.

MSEB's
Summer Gift to Jalgaonities:
The State owned Maharashtra State Electricity
Board has announced new summer special hectic Power Cut load shedding plans for
the District. According to new plan, there will be no Electricity for daily 4
hours in urban areas and minimum of 9 hours in rural areas. The revised load shedding
has power shedding timings of 7am to 11am, 14pm to 18pm, and 16pm to 20pm for
urban areas and 5am to 14pm, 14pm to 23pm for rural areas.
The new load shedding
on occasion of increasing summer heat has spread fury amongst common man and turned
whole of State into a black box giving a feel of Uttar Pradesh and Bihar like
status.

rolls back indefinite strike:
The Federation of Associations of Maharashtra
has called off indefinite strike announced from 24th April 2005. The announcement
came after State Ministry announcing 15th June 2005 as last date for stock submission
as at 31st March. The FAM Authorities also expressed hope that the Meeting of
Finance Ministers scheduled on 25th and 26th April will be conclusive one and

The Bhusawal city on
Wednesday touched this summer's highest of 45 Degrees centigrade giving a feel
of a burning candle to the whole city. The Jalgaon city's mercury crossed 43 degrees

cut schedules and lower drinking water supply are amongst top harassing issues

High Court Aurangabad bench to hear Octroi Writ Petition on 27th April:
The Bombay High Court Aurangabad bench will hear a write petition plea of Dana
Bazar Association on 27th April 2005. The Business community in Jalgaon is facing
tough competition due to newly levied Octroi Tax added with Value Added Tax and
high cost of living in the region.
The Corporation on other side is planning
to review Octroi Tax rates currently in effect by constituting a committee of
12 Corporators to hear the pleas to reduce the rates by various associations.

Jalgaon
City Municipal Corporation Budget Passing meeting on 29th April:
The Corporation
is hosting its Budget passing special meeting on 29th April followed by Women
and Children welfare committee head selection on 30th April. The Standing committee
cleared 2005-06 Budget proposals on 19th March and then the General Body Meeting
passed the Budget with some amendments suggested. The Authorities have drafted
amendments and these will be posted in for finalisation.
The Corporation
has also received a proposal from a Mumbai based company to give some part of
Air Port on rental basis to start Pilot Training Programme using Gliders. The
Standing Committee is meeting on 25th April to pre-discuss the General Meeting
issues.
Bomb type material detected
on Maheji Railway Station Tracks:
The Railway staff detected a bomb typed
circular object on railway tracks of Maheji Railway Station's down line. The detection
led to high alert in afternoon time. A team of Bhusaval RPF and Pachora Police
authorities visited the site and detected the nuisance material that deterred
the traffic for around 1 hour.

Chalisgaon Dairy Industry loosing its breath:
The Chalisgaon Dairy Industry
is facing hard times here. The city had record sales of around 8 to 9 Lakhs of
litres per day around 7-8 years before has now share of just 80,000 litres a day.
This downfall mainly caused due to tough competitive market in nearby region followed
by increasing cost of production in the city. Another significant reason observed
is degrading milk quality.
The Chalisgaon dairy movement should take a good

water supply in 17 villages and has acquired 79 private and public wells to manage

in storage mark with average water storage of around 30% of storage capacity.

in Jalgaon city while 192 in rural and interior areas of District and have employed

The Jalgaon District
Confederation has announced supporting indefinite strike beginning 24th April
2005. The decision came after meeting of District Association members on Saturday.

on Monday:
The Jalgaon District Petrol Pump owners are going on a day
token strike on Monday, 18th April supporting Federation of All India Petrol Traders
Association and Maharashtra Petrol Dealers Association resolution demanding immediate
listening to their demands.

Summer dead heat begins:
Amongst one of toughest times for
people of Jalgaon region, this week spread severe troubles on arrival of summer
with drinking water supply issue at the top. The Corporation announcing drinking
water supply every third day raised a major panic resulting in huge queues in
every colony and areas. The Dapora dam has received Nashik District's Girana dam
water release on Friday easing this pressure a bit. The Corporation will decide
rescheduling water supply on Monday.
Every year Jalgaonities faces tough
time on drinking water supply issue and even then no futuristic measures have
been taken by corporation. Drinking water supply is a big business every summer
with Mini Tankers and Corporation's water supply management staff and officers
in hot demand and ON rates.
MSEB announces additional 1 Hour load
shedding for Urban areas:
The State owned Maharashtra State Electricity
Board has announced additional one hour power cut beginning 15th April 2005. According
to board authorities the demand supply gap is widening resulting in acute shortage
of electricity. As per the new schedule, the board will impose additional one
hour cut i.e. from 17PM to 21PM instead of earlier 17PM to 20PM.
Businesses
on possible strike from 17th April on VAT issue:
The Federation of Associations
of Maharashtra has directed District Business Confederation to join its Indefinite
Strike against VAT Tax at earliest. The District Business Confederation authorities
are meeting today to finalise their stand on the issue. The Federations and business
associations are expecting positive announcements from All India State Finance
Minister's meet to be held today in Delhi.

April:
Breathless moments for Traders:
The VAT Tax followed by Octroi
tax both enforced at the same moment has spread chaos in traders. The Trading
community relaxed with no Octroi Tax and Standard Taxation practice is finding
it hard to change to VAT regime with Octroi Tax.
The JCMC Authorities are
now demanding revised Octroi Tax rates to make Octroi Tax as lucrative opportunities
for Private Party tendering. The Authorities further states that the Octroi Tax
rates currently applicable are those applied 6 years before and hence need revision/
hike accordingly. The Corporation has accordingly sent a proposal to State Government
to get this nod. The Corporation currently charges Octroi Tax based on value equivalent
to Goods Valuation added with Transportation cost at an average Tax rate of 4%.
The District Consumer Forum and Federation of Associations of Maharshtra
(FAM) have also supported District Associations fight against Octroi Tax leading
to cost inflation.

Octroi Tussle begins:
After fighting strongly against the Value
Added Tax regime, the District business confederation is all set to fight against
the Octroi Tax issue. A group of its representatives is planning for moving to
Court against the enforcement. The confederation is also planning to go on indefinite
strike with effect from 24th April instead of earlier proposed 15th April. The
Corporation Authorities have floated a Tender for Private Party Octroi Collection
in the City for a period of 1 year with Bank Guaranteed of Rs. 5.58 Crores. The
Private Party once starting collection will definitely tense the business community
with squads and checking all the times.

Mob attacks looters in Bhusaval: 2 Looters killed:
The Bhusaval
city witnessed one of most rage incidence with a mob of people catching attackers
on a house. The incidence took place in Mahesh Nagar area near Nahata College
around 10.30pm in the night. Two of the crooks attempting to loot a house in the
area were captured by mob, and later badly beaten resulting in their death.

Corporation's Summer Bonanza: City to get Drinking water supply every third day:
The worst of summer effect is here with Jalgaon City Municipal Corporation
announcing drinking water supply every third day. The step taken as city's Girana
Pumping station's Dapora dam dried. The Corporation earlier requested district
authorities to release another part of its share from Girana dam in Nashik District.
Jalgaon city until now gets drinking water supply every alternate day and this
step would cause high rise for water supply business in the city. The Jalgaonities
still waits for completion of Waghur dam having spending of more than 100 Crores
for bringing water from Waghur to Jalgaon city.

in Jalgaon:
The Corporators singing "No Octroi" Song just before
15 days calmed down to Corporation's dangling financial status no other major
earning resource. The General meeting unanimously adopted "Go for Octroi
Tax" formula to keep Jalgaon city Municipal Corporation UP in the performance
and revenue collection.
The City Corporation Administration has reinstated

Octroi Tax issues get a twist:
With Administration keen on
solving the Octroi Tax implementation issue at earliest, a entrepreneur from Jalgaon
has challenged the Administration's way of calling General meeting. The complainant
is filling litigation today at Aurangabad High Court demanding cancellation of
General Meeting called in the emergency manner. The Complainant further quotes
that the meeting has been called hooking the procedural formalities laid in constitution.
A bench of High Court Justice will hear the litigation today and give its verdict
on the issue.

Jalgaon City Municipal Corporation calls for General Meeting:
The
Corporation Administration has called for an urgent meeting to finalise the implementation
of Octroi Tax in Jalgaon city. The decision came amidst State Government directives
to Administrator to decide the earning resources in line with General meeting

The Administrator will present a overview of Corporation earning
and expedite in this meeting and urge members to resolve implementing Octroi tax

City Municipal Corporation halts Octroi Tax collection:
Amongst one of
most dramatic situation arising on Tuesday, the Jalgaon City Municipal Corporation
Administrator on Tuesday afternoon announced temporary suspension of its Octroi
Tax Collection in Jalgaon city. The decision came after a delegation of Jalgaon
business confederation meeting State CM on the issue. The State Authorities clearly
declined the demand quoting that "The State Government is no more position
to fund for Octroi Aid and hence the Administration has to decide the revenue
judgement".
After receipt of this fax message from State Authorities
the Corporation Administrator taking in account "General Meeting Resolution"
not to adopt Octroi Tax decided to halt the Octroi implementation which could
lead to Legal complexity. The Administrator has seek Legal Advice from State on
what next status for this issue. The available views suggests that the JCMC Administrator
should call an urgent General Meeting of Corporators and present the broader aspects
of financials involved in this issue and corporation's fund earning capabilities.
Irrespective of the outcome of this issue, the business community is happy
over the halt while political circles are worried of who should take credit of

regarding newly enforced Octroi Tax. The State CM has called this group today

Octroi Tax Special:
The Jalgaon District Business Confederation in its
meeting on Sunday decided to conduct a protest gait to Jalgaon City Municipal
Corporation to demonstrate their protest against the newly enforced Octroi tax
in Jalgaon city on 06th April 2005. According to business associations, the imposition
of Octroi added with VAT tax is resulting in overall rate hike of around 5%.
A group of 10 representatives from Jalgaon Associations will today meet State
CM to demand cancellation of Octroi Tax. The Confederation has further decided
to move to Aurangabad High Court if the State CM talks fail to cancel the tax.
The JCMC collected Octroi Tax of Rs. 2.5 Lakhs on very first day of starting the
tax and has set up three squads to detect flaws in octroi collection if any.

announce Summer Special Trains:
The Railway Authorities have announced
10 Holiday Special Trains for the Bhusaval region. Of these 10 trains, four halts
at Jalgaon while all 10 halts at Bhusaval Junction. The 139Dn/ 140Up Varanasi
Dadar Express, 639Dn/ 640Up Chennai - Ajmer Express, 653Dn/ 654Up Chennai - Jodhpur
Express, 719Dn/ 720Up Hyderabad - Bikaner Express are four trains having halt
at Jalgaon Station. All Holiday special trains have begun their run from 03rd

Sureshdada Engineering College Students
team have topped in Maharashtra State in All India Engineering Project 2005 contest

After 72 hours of protest strike to support
nationwide agitation against Value Added Tax (VAT) clauses, the businesses are
preparing for indefinite strike to protest Octroi Tax. The second consecutive

Jalgaon City Municipal Corporation begins Octroi Tax implementation:
The Jalgaon City Municipal Corporation wide State Government Notification
No GEN/1005/103/ N-24 dated 31st March 2005 has begun Collection of Octroi Tax
in Jalgaon city with effect from 02nd April 2005 midnight. The Administration
has setup 13 Octroi Collection Toll points namely Neri Naka, Nashirabad Naka,
Bambhori Naka, Kanalda Naka, Mamurabad Naka, Shirsoli Naka, Station Naka 1 and
2, Station Parcel Naka, Asoda Naka, Nimkhedi Naka, Mohadi Naka, and finally ST
Stand Naka for goods on State Transport Buses.
All goods coming in Jalgaon
city with effect from 03rd April midnight 00:01am is liable for Octroi Tax payment
as per earlier Octroi Tax rates decided. With implementation of Octroi Tax, all
goods entering in Jalgaon will have rate hikes of around 4% on average. The Business
community has marked strong protest to Octroi Tax Implementation as the Governments
earlier promised Jalgaonities of not imposing Octroi for at least 5 years after
formation of Corporation. The Octroi Tax added with Value Added tax has added
a hock in degrading business competitiveness.
VAT
chaos continues:
The same day psyched Maharashtra Government announced
its Value Added Tax special informative website on the very same of beginning
its actual business implementation. This disgusting and non-informative nature
of VAT implementation has yielded greater amount of confusion amongst traders.
The Fact status is that the Traders and even their Tax Practitioners along with
Local Sales Tax Authorities do not know how to implement and what are the Tax

deciding to impose 4% VAT on Tea, the Maharashtra State imposed 12.5% VAT on Tea
yielding a huge difference of 8.5%. The result will be the Tea Cup will dear by
another Rs. 2-3 a Kilo.

State Orders Enforcement of Entry tax in Jalgaon:

year 2005-06, the State Government has ordered enforcing Entry Tax in Jalgaon

The Administrative authorities on other
hand have begun their preparations to set up Check Points in city and training
around 150 staffers to collect Tax. The exact form of Tax i.e. Entry Tax or Octroi
