Financial Year 2005-06: Welcome 2006-07:
The financial Year 2005-06 is
ending today leaving behind charming memories of good trade and overall growth
in the whole region. The year also witnessed one of healthiest states of Stock
Exchanges and Commodity Markets and the trade industries has a new dawn of Value
Added Tax in force since a year now.
The Arrival of Value Added Tax (VAT)
has revolutionised the way trading has been. Every small, medium and large scale
trader is happy with this taxation reform and now every one has stage 2 expectations.
The demand includes dilution of Central Sales Tax (CST) in to VAT Tax so as to
get uniform ground to compete throughout the Country. Amongst other topmost complaint
from trading community has been need of uniform taxation rates in VAT tax so as
every trader has none other than quality as basis for competition.
The Year
earmarked revolutions in Banking Sector and now ATM, Online Connectivity and a
host of features along with attractive rates of return are a ground of competition.
The district witnessed arrival of another Private Bank to catalyse the growing
competition in the market.
With no support and encouragement from Local Administration,
Industries in the region found it harder to revamp themselves with changing scenario
of businesses. The Pulses Industry central trading point Jalgaon witnessed a surprising
change by means of arrival of Online Commodity Trading through MCX and NCDEX Exchanges.
City's another fame sector Jewellery witnessed one of healthiest balance sheets
with Gold and Silver rates touching all times high. The Nationwide spreading Jalgaon
Jewellers are popularly known throughout the Country for their wide variety, huge
ready stock and attractive rates. The year ahead would mark historic upbeats for
this sector and they would come up as a fame spreading sector for Jalgaon. Region's
other huge trading lines that include wholesale Tea business, Adat basis Grains
trading also witnessed positive moves with introduction of VAT tax.
The region having North Maharashtra University observed another revolutionary
change in Educational Sector with Engineering Colleges forming Confederation

Corporation
General Meeting turns to a battle ground:
The Jalgaon City Municipal Corporation's
Special General called yesterday turned to a violent mode when newly formed group
leader and opposition leaders had a few exchanges of slurs. The fight begun with
heat exchange ended with both beating each other badly and was finally stopped
by City Police.
The Special Meeting was called to discuss No-Confidence Motion
against Corporation Commissioner on 7 various reasons. The whole day at Corporation
begun amidst strong protest against ruling party on this no-confidence motion
by various organizations and ended with both wrestlers and their parties filling
Police complaints against each other. The ruling party amidst the whole chaos
put up the No-confidence motion and had 46 votes of its own members favoring this
resolution while the opposition did not vote for/ against this resolution seeing
the whole epic. The whole shameful tragedy baffled the Administration authorities
seeing this for the first time and the Commissioner could not get time even to
answer the Motion drove against him. Corporation Commissioner submitted his written
answer to the no-confidence motion afterwards. Please read detailed answers below
in next topic.
The Jalgaon City Police Station has booked supporters and protestors
on ground of violating the No thronging sections enforced in the city. It also
registered complaints of both the parties on this ground. In all 4 crimes and
19 are accused in the whole day long exercise to Police. The Corporation area
right from morning was under tight security with 3 large vans, 3 vehicles, Rapid
Action Force and Ladies Police patrolling the area and the whole nearby periphery
was sealed to avoid any of such issues.
Commissioner's
Answer to No-Confidence Motion:
(As quoted by Dr. Pravin Gedam, Commissioner,
Jalgaon City Municipal Corporation)
1) Housing Scheme:
The whole housing
allotment case had severe financial irregularities and I have no doubts on that
whole case. Around 11,500 houses in the allotment process were given at almost
free cost which is purely a financial suicide. All Office bearers including public
representatives made decisions that were favorable to Contractor. The whole scheme
did not have Non-Agricultural Land and Construction permission and hence I conveyed
this to State Government.
I have urged Authorities to make an Audit of whole
allotment process and those responsible be held and the amount be collected from
them.
2) I have joined Corporation on 09th October 2005 and till that date Corporation Taxation collection was 2.84 Crores and now in last 5-6 months the revenue has sky rocketed to 15 Crores figure. Our Administration issued historic large number of Section 406(3) notices without we having Deputy Commissioner (Revenue) post filled and we are happy to convey that our revenue collection has by large increased not decreased.
3) Bills payment is a transparent administrative process and considering this factor I have introduced "First Come First Serve (FCFS)" basis for payment from 31st October.
4) I have made all possible best efforts to start Octroi Tax in Jalgaon City. The State departments having various conventions and routine task caused delays in sanctions and treatment me responsible for this is a topic of question mark.
5) Corporation has 4 places in mind for building up Shopping Complexes and out of these 4, one is reserved for Hospital and second for parking purposes. The third place is in Court case and until the Court verdict, we could not process. The last and fourth place is pending for Non-Agricultural Land permission and most of these complexes building up resolutions were cancelled in year 2002 itself. The only Shopping Complex resolution passed was in year 2005 was for Swami Vivekananda Shopping Complex.
6) I have not done any of the administrative tasks with Ruler aspect. I am here to serve and do best with common consensus and I have taken all my colleagues and employees views before finalizing even smaller or large tasks. The Administration should finalise its policy before calling Public Representatives meeting and we have made best of attempts to follow this. Even we found that the public representatives did not consider our views and aspects at many places.
7) None of my act of work is against public welfare and benefits. Hence all the termed No-confidence motion items are non-justifying and bear no grounds.
Since
my joining, I have
1) Octroi Collection Started
2) Attempts to start City
Bus Service
3) Satellite survey of city property
4) Roads development
5)
Smoother Office Administration
6) Waste recycling plant
7) City Planning
department - pending matters cleared
8) BOOT basis Toilets construction underway
9)
Double Entry Accounting system effected since last 5 month

Mission 'Octroi Free Maharashtra': Business associations tighten their
belts:
The increasing amount of Government formalities and taxation burden
has thrown the business community in the anger. VAT Tax came forward as a simplifying
means of taxation and eased trading line, but the Corporation Level Octroi tax
is still here which is troubling local businesses a lot. The Octroi tax applicable
to all Corporation Area cities is in major collected through private party contractors
in whole State. The contractor having target achievement funda tries to pressurise
the traders on various day to day issues on this account. Finally all the business
associations in the state have come up with a strong bonded union to fight this
tax and that too in times when State Budget is about to be announced.
Our
Country's democratic ruling is in the State where "If you wish to implement
something, you have to be a part of ruling party and/ or strong political figure
or either you have to be Supreme Court". The widening gap of business process
understanding between rulers and payers in long term would harness Visionary plans
of E-Revolution and becoming World super power. Ruling Governments aught to understand
the significance of majority Tax paying community and take them in confidence
before implementing taxation. If we want to simplify all these means then we need
to give representation to business associations in our Political systems. This
will not only ease the communication gap but will also help ascertain the right
path to reforms.
